Job Summary:

California State University, Fullerton is searching for an eBusiness Programs Specialist ( Administrative Analyst/Specialist- Exempt I) for the AVP Finance- Contracts & Procurement. The Administrative Analyst/Specialist- Exempt I should have a positive attitude and an active, energetic mind that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Under the supervision of the Procurement Operations Manager, Contracts and Procurement, the eBusiness Programs Specialist provides operational oversight of all aspects of the University's eBusiness Programs. Programs include the University's Procurement Card program, a delegated purchasing program of considerable scope and complexity and the Office Supply program. Serves as the customer service contact for eBusiness Programs and will assist campus users with system access, new user accounts, account changes and updates,reconciliation and policy issues. Conducts monthly post audits of Procurement Card expenditures and reports findings to management and campus users as necessary. Responsible for generating regular and ad hoc reports on the eBusiness Program's performance and makes recommendations for program revisions/improvements based on those reports. Serves as the liaison between the campus and the eBusiness Program's vendors/providers in regards to online administrative functions,as well as assisting with the resolution of any issues between the campus and the eBusiness Program vendors/providers. Coordinates the accurate scanning of all eBusiness Program documents in accordance with CSU document retention policies and internal retention procedures. Conducts training for campus users on the eBusiness Programs polices and/or procedures as needed. Perform routine purchasing, ordering, and contract review tasks as requested by the various University departments per campus and CSU policies. Other duties as assigned.



Essential Qualifications:
Bachelors degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices, or programs plus two years of related experience. Working knowledge of and the ability to apply standard theories, principles, practices and techniques applicable to the program to develop conclusions and make recommendations. Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate and perform work in various situations where numerous and diverse demands are involved. Skill in research, development and evaluation of policies and programs. Ability to collect, evaluate and interpret data to develop sound conclusions and make appropriate recommendations. Expertise in investigating and analyzing problems with broad administrative impact and implication. Ability to anticipate problems and address them proactively. Demonstrated ability to effectively interpret, organize and present information and ideas in written or presentation form. Ability to train others on new skills and procedures and provide lead work direction. Ability to formulate recommendations for procedural improvements. Strong team orientation and the ability to work independently. Ability to work with multiple priorities simultaneously and change priorities as needed. Experience with Microsoft applications including Word and Excel. Strong oral and written communication skills and the ability to communicate complex procedural and policy information clearly and accurately.

The scope of responsibilities for this position includes the making or participating in the making of decisions that may have a material financial benefit on the incumbent. Therefore, you will be required to file an initial Conflict of Interest Form 700: Statement of Economic Interests within thirty (30) days from date of hire and on an annual basis; and complete the CSU sponsored ethics on-line training within thirty (30) days of appointment, and at least once during each consecutive period of two calendar years following the appointment.
