PURPOSE:

Under the general supervision of the Registrar, the Veteran Affairs Advisor manages daily Records and Registration operations, services, advisement and administrative needs of Extended Education veteran students. The incumbent coordinates veteran student benefits with the purpose of assisting these students with achieving their educational goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  • Acts as Certifying Official for Veteran Benefits for Extended Education students. Maintains all appropriate confidential paper and electronic records, and databases to insure compliance with Department of Veterans Affairs (VA) regulations
  • Determines transferability of coursework completed at other institutions using complex articulation and course applicability rules. Updates the student's academic record and degree audit system appropriately. Provides services and information to other campus offices regarding applicability of transfer courses to campus requirements and academic policies.
  • Assesses academic records of graduation applicants for award of baccalaureate and graduate degrees. Demonstrates a high level of written and oral communication skills. Maintains technical competence in a wide variety of applications and fully utilizes technologies.
  • Assists military connected students with issues regarding registration and records. Provides information about academic programs requirements as they apply to VA Benefit Certification. Creates and updates forms necessary to certify students' enrollment each term Assists Military Connected students who are called to active duty with leave of absence, refund of fees, financial aid issues, etc.
  • Responds to all information requests, audits, and reporting requests from the VA, Bureau for Private Postsecondary and Vocational Education, Extended Education, Office of the Registrar and Chancellor's Office. Understands and implements related CSU and campus policies and procedures. Develops, recommends and implements campus policies and procedures to insure compliance with federal, state, and CSU regulations.
  • Serves as contact/liaison for the general public, students and campus community for all military connected student questions and processes. Responds to daily inquiries via office walk-ins, web, email, fax, phone, etc. Develops on-line support resources for military connected students regarding their benefits, registration and records information. Refers students to the appropriate personnel for specialized assistance and advising.
  • Coordinates with the State Approving Agency and Department of Veterans Affairs to maintain/achieve approval of existing and new Extended Education programs for VA educational benefits. Communicates and coordinates with Extended Education regarding existing and new programs and courses insuring all related and educational benefit funding criteria are met.
  • Provide lead work to Student Assistants.

Other Functions:

  • Represents and or plans events for CSUMB Veteran Student Services both on and off campus as requested.
  • Performs other job-related duties and special projects as assigned.


Knowledge, Skills and Abilities:
Working knowledge of the principles of individual and group behavior; procedures and activities of the program to which assigned; general knowledge of the methods and problems of organizational and program management. General knowledge of research and interview techniques; and of the principles of individual and group behaviors.

Ability to interpret, develop, and apply program rules and regulations; use initiative and resourcefulness in planning work assignments and in implementing long-range program improvements; obtain factual and interpretative information through assessments which may include interviews, focus groups, surveys and questionnaires; reason logically; collect, compile, analyze and evaluate data and make verbal and written presentations based on these data; advise students individually and in groups on routine matters where required; recognize multicultural, multisexed and multi?aged value systems and work accordingly; establish and maintain cooperative working relationships with faculty, CSU administrators, student organizations, private and public agencies and others in committee work, and student advising and community contacts; and, rapidly acquire a general knowledge of the overall operation, functions and programs of the campus to which assigned. Demonstrated ability to make decisions and carry through actions having implications with regard to other program or service areas Services Office. Possession of these knowledge and abilities typically is demonstrated through the Experience requirements below.

Minimum Qualifications:
Experience: Possession of these knowledge and abilities is typically demonstrated through the equivalent of two years of professional experience in one of the student services program areas or in a related field; experience should give evidence of competence and indicate the potential for further growth. A masters degree in a job related field may be substituted for one year of the professional experience.

Education: Equivalent to graduation from a four-year college or university in one of the behavioral sciences, public or business administration or a job? related field. Additional specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.

Specialized Skills:


Preferred Qualifications:
Masters degree in a job-related field preferred plus two years experience related to the field of student activities, student organization advising, event management and coordination, administrative management, student leadership development, etc. A working knowledge of California State University policies, Title 5, Chancellors Office executive orders, Gloria Romero Open Meetings Act and Parliamentary Procedure. Demonstrated experience in advanced human relations skills and a solid understanding of organization development, leadership development, conflict resolution, and college student development. Experience working with a diverse and multicultural population and performing community service. Additional specialized and job-related student and student organization advising experience during which the applicant acquired and successfully applied the knowledge and abilities shown above with evidence of competence that indicate the potential for further growth and mastery.

Highly desirable: Technical fluency with Microsoft Office Suite, Oracle-PeopleSoft/CMS baseline system; Hyperion, or similar report generation software; and Google environment applications.

  • Must possess and maintain a valid license to drive in the State of California, pass the Defensive Training Class, and be insurable under the Universitys liability coverage.
  • May require occasional evenings and/or weekend work.

    PHYSICAL ENVIRONMENT:

    Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
