Location:
The Procurement / Purchasing Analyst develops, implements and monitors procurement activities, and provides support and leadership in procurement / purchasing to all departments.
Essential Functions:
- Manages the company's day-to-day purchasing activities.
- Develops and maintain strong working relationships with vendors.
- Analyzes past spending to identify areas of saving opportunities.
- Proposes improvements to the current purchasing system that will improve vendor relationships and lower the cost of doing business.
- Creates and maintain procurement policies, procedures and regulations.
- Interprets procurement policy, regulations, and program priorities in order to provide sound technical guidance and support to teams.
- Designs, coordinates and conduct training of procurement staff, end-users, requestors, other service providers, and vendors on procurement related matters as well as procurement technology tools.
- Analyzes purchase authorizations for adequacy of specifications and other requirements to include proper general ledger accounts, proper approval authorities, and other criteria.
- Maintains the approval hierarchy and matrix of requisition approval process, as well as understand the security and role assignment within the purchasing system.
- Creates an environment that yields efficient and effective work processes.
- Interacts with APEI, APUS and NES staff and various teams, at all levels as required, to meet strategic objectives.
- Works with internal and external auditors as needed.
- Completes special projects as assigned.
Work Environment and Physical Demands:
- Standard office environment in Charles Town, WV.

Required Education and Experience:
- Bachelor's degree from an accredited institution required.
- Five years of purchasing / procurement processes required.
- Three years managing experience required.
- Certification in procurement preferred.
- Experience with Paramount preferred.
- Candidate must have excellent oral and written communication skills.
