Note: This is a full-time, probationary, exempt position.

Overview:
Reporting to the Director of Planning, Design and Construction (PDC), the Project Manager / Administrative Analyst/Specialist o. Exempt II is responsible for simultaneously overseeing multiple construction projects on campus. This includes all aspects of project management from a conceptual development stage through final completion. The Project Manager / Administrative Analyst/Specialist o. Exempt II is also required to interface with a variety of colleges and departments, senior administrators, Chancellor's Office officials, University trades, grounds and custodial staff, as well as Federal, State and local agencies.

Position Summary:
  • Provide design and construction project oversight for major and minor capital construction projects.
  • Evaluate and implement various construction management and delivery methods.
  • Prepare detailed cost estimates and schedules.
  • Adhere to project standards and protocols.
  • Acts and performs as a cooperative and engaged member of the Facilities Management team.
  • Embraces and encourages innovation and creativity.
  • Work with contractors and other professional consultants to ensure compliance with all CSU and Public
  • Works contracting laws, State University Administrative Manual (SUAM) and campus requirements.
  • Works directly with design teams, Inspectors, State Fire Marshal, General Contractors and trade sub-contractors.
  • Prepare requests for proposal for the selection and hiring of professional engineering and design services. Solicit proposals for IOR and testing services.
  • Review engineering, architectural drawings and bid specifications for accuracy, completeness and conformance with campus standards and campus input.
  • Evaluate and monitor progress on projects and compliance with plans, material specifications, and schedule.
  • Track and control construction cost against the project budget, process change orders, and participate in claim reviews. Responsible for all phases of project design and construction management processes, such as oversee design and construction meetings, provide direction in the implementation of the design and construction contract, track the delivery of phased drawing submissions to ensure required timeline and construction products. Review for approval of design team and contractor payment requests.
  • Determine and oversee all required inspections and testing.
  • Develop and oversee all project close-out requirements, including post project performance evaluations, filing of the Notice of Completion and manage warranty process.
  • Maintain construction document library and project files (electronic and hard copy) for projects managed.
  • Ensures University policies, federal and state guidelines, as well as all safety regulations are known and observed by assigned staff.
  • Performs job duties in a safe manner and follows established safety policies and procedures.
  • Is expected to maintain a professional-like attitude at all times while on duty.
  • Is expected to work with a diverse work force including University campus-wide staff, students and Faculty.
  • Ability to deal tactfully and effectively with internal and external representatives.
  • Performs other related duties as may be required or directed.

    Knowledge, Skills & Abilities:
  • Working knowledge of Public Works laws, design and construction ordinances, and other regulations applicable to building, construction, maintenance and repair including building codes for the State of California, fire codes, ADA regulations, industry standards and regulations.
  • Has the initiative and innovation to successfully solve problems and the initiative to bring possible solutions to upper management when the issue warrants; ability to set priorities and meet critical deadlines.
  • Has excellent administrative and organizational skills.
  • Has the ability to produce detailed documentation and records.
  • Has working knowledge of Microsoft Office, Microsoft Project Scheduling, email, and Excel.
  • Ability to:
    o. Oversee and manage the progress of multiple construction projects and programs, and monitor project master schedule and budget.
    o. Effectively handle interpersonal interactions at all levels and to work with representatives from public and private entities, and reflect a positive and professional image.
    o. Professionally assert one's self to ensure the compliance of the contract terms both verbally and in writing.
    o. Work independently and/or collaborate in a team environment, is detail-oriented and highly motivated, has a thorough sense of urgency and is a self-starter.

  • Must possess a good driving record and possess or have the ability to obtain a California Driver's License.
  • A history of regular attendance and positive performance evaluations.

    Education and Experience:
  • A Bachelor's degree in a related field is required, preferably Architecture or Construction Management.
  • Minimum five years of work experience managing construction projects or managing public works projects working at/or for an institution of higher learning, school district or other public works agencies.
  • Experience with Design/Bid/Build, Design/Build and CM@Risk construction delivery methods.

    Preferred Skills:
  • An advanced degree in Architecture or Construction Management.
  • Experience with CSU processes relative to the position.
  • Familiarity and/or experience with AutoCAD & BIM are preferred.
  • P3 project delivery experience.
  • Metabim/Facilities Link experience.
  • CASp Certification
