Salary:

Payroll Technician II Salary Range: $3,101.00 to $5,290.00 per month

Payroll Technician III Salary Range: $3,529.00 to $6,019.00 per month.

Anticipated hiring salary for either position will be at the lower end of the range, commensurate with experience.

Note: Qualified applicants currently or recently employed in the CSU in a Payroll Technician II or III position with at least three years of CSU payroll experience may be considered for appointment at the Payroll Technician III level.
Note: This is a full-time, probationary, non-exempt position.

Overview:

Under general supervision, the Payroll Technician II or III independently performs the typical activities related to the processing of payroll and personnel transactions such as appointments, changes in status, leaves and separations for all categories of California State University (CSU) employees. Assignments require the incumbent to address individual situations by applying payroll/personnel regulations, CSU policies and administrative guidelines, state and federal laws, educational codes and collective bargaining agreements. The incumbent will act with diligence so that all information contained in personnel/payroll transaction forms is accurate and conforms to all relevant regulations; conduct the independent tracing, research and reconciliation of errors, and provide information and assistance on payroll processing matters to faculty and staff members.

Position Summary:

Major Duties of the job include:
  • Independently process and complete a diverse range of moderately complex transactions including:
    o paying intermittent, full and part time (regular) employee salaries and wages, overtime, special consultant, shift differential, call back, individual lesson compensation, extended vacation and MSAs, with payments made on 12 month, 10 month, 10/12, quarterly, semester, and summer session basis;
    o accounting for leave status and accruals, vacation, holiday, sick leave, jury duty, bereavement, LWOP; AWOL, military, NDIL, IDL, and compensatory time;
    o Adjusting for changes in pay status, appointments, end of probationary periods, promotions, demotions, reclassifications, retirements and separations for staff, faculty, graduate assistants, student assistants, special consultants, individual lesson providers, and summer session instructors.
  • Interpret and apply to the full range of pay and personnel-related transactions the proper rules and regulations, including existing CSU policies and guidelines, state and federal laws, educational codes, case precedent or collective bargaining agreement provisions.
  • Audit and correct errors and discrepancies in personnel/payroll transaction documents by reviewing employment history, contacting employees, checking and reconciling information with the State Controller's Office.
  • Provide immediate and detailed information on any aspect of an employee's payroll records as requested.
  • Provide relevant payroll information on such matters as leaves of absence, leave accrual rates and entitlements, insurance, retirement eligibility or disability compensation
  • Assist staff on the appropriate payroll rules and regulations for attendance reporting, separation of duties in dispersal of warrants, completion of forms and revisions to policies and guidelines regarding payroll/personnel transactions.
  • Maintain, if directed, the campus position control roster which includes preparing required documentation and reconciling various reports.
  • Apply various rules and regulations in determining holiday, sick, and vacation pay and compensatory time accruals, and probationary periods.
  • Monitor intermittent hours worked to determine employee's eligibility for health benefits, retirement and accruals.
  • Process judgments, levies and garnishments on employee pay.
  • Compute and process disability pay, final settlement payments, pay docks, and worker's compensation.
  • Operate computer terminal to process various online payroll/personnel transactions; prepare documents for keying; and enter code and data on computer terminal.
  • Verify and audit information prior to employee history update or release of payment.
  • Maintain file folders, leave and permanent record files.
  • Other related duties as assigned.

    Knowledge, Skills, and Abilities:

    Required Knowledge:
  • Thorough knowledge of: Business English and arithmetic and general office methods, procedures and practices; and
  • Thorough knowledge of, or the ability to acquire quickly: Uniform State Payroll Procedures Manual, Personnel Information Management System Manual and other information found in state and university administrative manuals and guidelines, Public Employees Retirement System Manual, Executive Orders and directives published by the Chancellor's Office, applicable state and federal laws, educational codes and collective bargaining agreements.

    Required abilities:
  • Independently identify appropriate payroll applications of a wide variety of complex written policies and procedures, applicable state and federal laws, educational codes, and collective bargaining agreements;
  • Tactfully and clearly explain a wide variety of complex procedures and policies to individuals who have minimal knowledge of pay and personnel related processes and procedures;
  • Review detailed numerical records or transactions and identify deviations from applicable policies or procedures;
  • Audit and correct processing errors;
  • Operate computer terminals for online keying of various payroll/personnel transactions;
  • Format computer data and troubleshoot problem areas;
  • Independently draft and satisfactorily prepare, in final form, cover memoranda and responses to inquiries concerning applications of payroll/personnel policies and procedures;
  • Deal and keep abreast with changes in a wide variety of complex resource materials in order to be in compliance with university, state, federal and educational codes, rules and regulations;
  • Independently prepare and reconcile pay and personnel related transaction reports on staffing, classifications, employee deductions and salary patterns;
  • Read and write at a level appropriate to the duties of the position; and.
  • Perform arithmetic computations rapidly and accurately.

    Education and Experience:

    Payroll Technician II Education and Experience Requirements:
  • High School Diploma or GED equivalent
  • Equivalent to two years of experience in preparing and processing payroll personnel documents

    Payroll Technician III Education and Experience Requirements:
  • High School Diploma or GED equivalent
  • Minimum of three years of current or recent experience in the CSU system in a Payroll Technician II or III position may be considered for appointment at the Payroll Technician III level

    Preferred Skills:

  • Work experience as a payroll technician at another CSU campus.
