Job Summary:

Reporting to the Director of Purchasing and Ancillary Services, the Sourcing Manager is charged with strategically planning for the procurement of goods and/or services for the University and managing Vendor Relations. Utilizing KPIs, he/she will manage QI processes and continuously measure supplier effectiveness and value. This position will have three direct reports.

The Sourcing Manager will identify opportunities for administrative and operational improvements, implement new processes and will lead cross-functional teams through end-to-end project lifecycle. The position requires researching, recommending and on-boarding new vendors, suppliers and manufacturers. He/she shall oversee vendor operations, design and analyze vendor performance metrics and leverage these metrics to improve quality and value of procured goods or services.

Job Responsibilities:

Builds and manages effective relationships and successfully partners across varied functions and levels with internal stakeholders, external suppliers, agencies and colleagues to drive results and influence change.
Utilizing the Universitys eProcurement system, this position oversees the daily procurement activities and other Ancillary services (i.e. Water & Coffee Services, Vending, MFP Program, Printing and Copying Services, Bookstore) managed by the three direct reports.
Assists in the development and implementation of sourcing initiatives to deliver high value, best-in-class procurement strategies.
Working closely with the eProcurement Specialist, the
Identifies and negotiates contract opportunities to leverage the buying power of the University in order to lower the cost of procurement of goods and services
Utilizing USFs sourcing tool (Sourcing Director) in USFs eProcurement system, this position identifies and understands the business requirements and leads a strategic sourcing process/event of selecting vendors that can best meet those requirements at the highest value.
Utilizing USFs contract tool (Total Contract Management) in USFs eProcurement system, this position manages all aspects of the development, negotiation, and execution of RFx, contracts/ agreements with Vendors/Suppliers.
Tracks markets to anticipate customer needs, changes to those needs, and the impact to existing contracts or development of future contracts.
Ensures that contracts and agreements meet customer needs and in compliance with Federal, State, local laws and regulations.
Utilizing the spend reporting tool (Spend Radar) in USFs eProcurement system, this position participates in strategic planning to target future cost savings with appropriate commodity.
Utilizing USFs contract tool (Total Contract Management) in USFs eProcurement system, this position manages contracts with Vendor/Suppliers to ensure supplier compliance.
Evaluates supplier performance through review of reports and customer feedback.
Resolves issues and implements solutions to address negative supplier performance
Facilitates the resolution of disputes with suppliers to ensure optimal customer satisfaction.
Serves on committees as a procurement subject matter expert to promote best practices and University policies and procedures.
Regularly provides updates and high level reports to the Director and provides recommendations to university initiatives.
Performs additional duties/assignments as required by Purchasing and Ancillary Services

Minimum Requirements:

Certified Professional in Supply Management (CPSM) or Certified in Supply Management (CPM) preferred or willingness to obtain within three years of position start date.
5+ years professional experience in Strategic Sourcing, Management and Operations of Ancillary Programs/Services.
Bachelors Degree in business, supply chain management, or related discipline.
Ability to influence senior leaders to achieve business results.
Ability to learn and become a subject matter expert quickly.
Ability to work well under pressure and provide follow-up with strong attention to detail.
Ability to take ownership of project and work produced to ensure client satisfaction.
Demonstrated ability to manage, motivate and develop others.
Demonstrated success in working in a cross-functional, team oriented environment.
Demonstrated ability to deal head-on with issues and challenging situations.
Possess sourcing knowledge and can leverage industry experts, associations, peers and stakeholders to identify and benchmark best practices for project area.
Proven supplier relationship skills & contract negotiation skills.
Superior communication skills and document complex processes in a clear and concise manner.
Strong organizational skills; problem solving skills; multi-tasking; flexible and able to manage multiple projects. Must have strong analytical and mathematical skills.
Strong project management and group facilitation skills.
Knowledge of purchasing principles and ethics.
Proficient in MS Office Suite, Adobe Acrobat Professional and e-Sourcing tools.
Proficient in University adopted systems and software.
