PURPOSE:

Under the immediate supervision of the Director of the Center for Academic Technologies (CAT), the Instructional Designer-Universal Access (IDUA) incumbent is accomplished in instructional design principals, universal design concepts and practice, and collaborates in the development and delivery of professional development opportunities across a spectrum of services for faculty and the institution.

Working with the Accessibility Specialist, the incumbent supports the university community in the design of accessible instructional and informational materials for courses and general publication through the CSUMB Universal Access Project (UAP), workshops, trainings, and collaboration with staff and faculty governance. The incumbent also collaborates with other technology support staff members and campus service providers to create an innovative and comprehensive accessibility support infrastructure at CSUMB

Working with the Instructional Design staff, the incumbent supports teaching and learning in course design, implementation of innovative technology/pedagogy in all aspects and modalities of learning. ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  1. Develops materials for professional development opportunities in differing modalities as determined (online, F2F etc.) addressing Universal Access for the university.
  2. Provides technical advice, training and support documentation for the use of accessibility software such as Ally, MS Office, Adobe Acrobat and others to the university.
  3. In collaboration with ID staff and the Accessibility Specialist, assists in the creation and retrofit of instructional content in coordination with faculty.
  4. Participates in Distributed Learning Quality Assurance efforts for the institution and maintains the highest level of certification available for distributed learning quality assurance.
  5. Using technology to create and facilitate innovative course design in all modalities - traditional, blended, and online, including content development, assessment practices, feedback mechanisms, and demonstration of student outcomes through the use of technology.
  6. Develops and provides training to users to maximize their ability to utilize system capabilities, and support for instructors using the LMS and other applications in facilitating sound course design, including workshops, online support, and self-paced training.
  7. In alignment with the University strategic and academic plan, assists colleges, departments and individuals in developing academic technology requirements, skills development/support resources for students, faculty, and staff, and conducting professional development and training activities.

Other Functions:

Knowledge, Skills and Abilities:
Knowledge of applying standard theories, principles, practice, and techniques applicable to a university/higher education environment; operational analysis and techniques; excellent oral and written communications skills. Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Experience in investigating and analyzing problems that have broad administrative impact and implications. Strong systems background as a user or functional developer. Experience in using spreadsheets, database query tools and word processing software applications at an advanced level; using/supporting a student information system such as Oracle-PeopleSoft (Campus Solutions/Student Administration), SCT Banner, Datatel, and/or other database student information systems. In addition, produce or retrofit content for accessibility, using tools such as Ally, MS Office and Adobe Acrobat documents, and audio and video transcription/captioning.

Ability to: Research, develop and evaluate policies and programs, including skill in the collection, evaluation, interpretation of data to develop sound conclusions and make appropriate recommendations; quickly learn features of new software releases and modules, anticipate problems and address them proactively; analyze data requirements and research data availability; train/mentor others on systems skills and procedures, with the ability to communicate system/technical concepts and ideas to non-system/technical individuals; work as a team member; independently handle multiple work unit priorities and projects; establish and maintain cooperative working relationships within a diverse, multicultural environment

Minimum Qualifications:
To enter this classification, a basic foundation of knowledge and skills in technical information systems and application program packages is a prerequisite. This foundation would normally be obtained through a bachelors degree in computer science, information systems, educational technology, communications, or related fields, or similar certified coursework in applicable fields of study. Foundation knowledge and skills for the Information Technology Consultant, depending on the nature of the position assignment, may include working knowledge of common software application packages, equipment platforms, reference database systems and sources, and training methods and a basic understanding of networks, data communication, and multimedia systems.

  • Ability to communicate with and work collaboratively with faculty, staff, administrators, students, and members of the community in one-to-one or group settings. Strong personal initiative and ability to work reliably and independently with minimal supervision. Excellent oral and written communication skills, with the ability to communicate technical concepts and ideas to non-technical individuals.

  • Functional knowledge of: Google Apps for Education, Moodle, lecture capture and/or web conferencing, MS Office accessibility functionality, Adobe CS, and video production and editing
  • Basic knowledge of web conferencing tools, student response tools, interactive classroom technology, mobile technologies and content. Ability to work within a team or independently, demonstrating strong personal initiative and ability to work reliably with minimal supervision and to communicate and collaborate with faculty, staff, administrators, students, and members of the community in one-to-one or group settings. Demonstrated record of a strong customer service orientation with a high level of planning and organizational skills, including the ability to follow through on assigned tasks and to complete projects on time.
  • Ability to produce or retrofit content for accessibility, including MS Office and Adobe Acrobat documents, and audio and video.
  • Instructional design theories and methodologies and the ability to apply them; user interface design principles and applications: accessibility concepts, accessibility requirements (Federal, State, and CSU), accessibility software and assistive technologies, data collection and maintenance.

    Preferred Qualifications:
    • A graduate degree in instructional design, education, or related field AND one (1) year experience in one or a combination of the following: instructional and faculty development at the community college or university level, accessibility/assistive technology/alternative media production, experience in working in a community college or university support service unit or other service-oriented organization, or experience in supporting or teaching in a distributed learning environment.
    • Two (2) years of progressively responsible instructional design/educational technology experience. Understanding of current and emerging teaching and learning pedagogies and modalities used in higher education, including online, blended, MOOCs and F2F interactive learning.
    • Hands on experience and knowledge of: accessibility practices and assistive technologies, including specific software and hardware for testing accessibility. Knowledge of alternate media production techniques using related assistive technologies, use of assistive computer technologies for blind, low vision, deaf and hard of hearing, physically disabled and learning disabled students. Experience in instructional design and training development. Experience in program development and evaluation methods.
