Human Resources Manager (Director of Talent Acquisition, Classification & Compensation, and Training)

Essential Functions:
The primary purpose of this position is to develop and manage a viable talent acquisitions program for NCCU and providing professional management, program integration, and supervision of HR units and staff that include:

  • Recruitment and Employment
  • Classification and Compensation
  • Temporary Staffing Services
  • Training and Professional Development

    The position will implement professional, organizational, and program knowledge to integrate and enhance the effectiveness of the units. In doing so, this position will use significant knowledge of human resources management to partner and collaborate with NCCU senior administrators, faculty, supervisors, community and business constituents, and the UNC System Office. Currently, although NCCU has HR Consultants to coordinate and implement recruitment and employment, there is a notable gap in services with regard to effective talent acquisition which requires a more holistic and strategically diversified approach that is proactive as opposed to reactive. Using long-range human resources planning and best practices, one of the primary roles of the HR Manager will be to develop a robust talent acquisition program that focuses on strategies to identify, attract, and retain experienced employees to fill positions that require very specific and crucial skill sets in both the EHRA and SHRA position realm. This position will also manage full life cycle recruitment (i.e., preparing, sourcing, screening, selecting, hiring and onboarding) in recruiting the best talent for the University, as well as maintaining effective programs for retention, promotion and succession planning.

    Minimum Education/Experience:
    Bachelors degree and four years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience.
    All degrees must be from appropriately accredited institutions.

    Required Knowledge, Skills, and Abilities:
    The successful candidate must possess a working knowledge of HR Banner, PeopleAdmin 7 or an equivalent system; knowledge of Microsoft Office Suite (Microsoft Word, Excel, Access and PowerPoint) Applications; knowledge of federal, state and university regulations, policies, procedures and guidelines pertaining to employment, classification and compensation; knowledge of full-cycle recruiting and employer branding techniques; knowledge of training, professional development and/or onboarding; ability to work with sensitive confidential data and information; ability to interpret and analyze information to make appropriate decisions; ability to consult with various University constituents, including senior managers and professional peers; ability to exercise judgment and discretion in identifying issues and related problem solving; ability to supervise, plan, prioritize and organize workflow of subordinate employees; ability to conduct training and make presentations to motivate and/or incur consensus; ability to work flexible schedules; excellent analytical and organizational skills along with written and oral communication skills, excellent editing skills; great interpersonal skills to interact effectively and diplomatically with a wide range of individuals in a high pressure environment.



    Special Instructions to Applicants:
    PREFERENCES: Three years of experience in managing a talent acquisition and/or recruitment program including compensation administration (preferably within a higher education institution or system).

    Salary and Benefits:
    $44,996 - $91,064
