PURPOSE:

Under the general supervision of the General Accounting Manager and the lead work direction and guidance of the General Accounting Team Lead, the General Accounting Technician provides technical support for assigned general accounting functions. The incumbent performs diverse duties requiring a comprehensive knowledge of governmental financial record-keeping methods and practices, initiative, and judgment to make decisions consistent with standard practice and established guidelines.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  • Compiles data used in the preparation of reconciliations and is also responsible for the completion of reconciliations which may include Automatic Bank, Unclaimed Property, Automatic Clearing House Register (ACH), Check Register Log, and Fund Balance Clearing.
  • Records and uploads journal entries which includes Cash Posting Orders, ADNOATS, ACH and eRefunds. Also, year-end journal entry tasks assigned as needed.
  • Creates and updates spreadsheets to record daily deposits, ACH and check registers. Prepares reports, such as Cash Account Reports and monthly payroll summaries. Assists in summarizing financial statements.
  • Records and reconciles escheated payroll checks and stale dated checks, which may require further research to update correct information as applicable.
  • Examines and reviews documents for accuracy, validity, and adherence to standards and policies, including stop payment forms, invoices for overlooked use tax. Reports any discrepancies and assists with investigating. Corrects errors, as directed.
  • Distributes and reconciles Petty Cash for the whole campus.
  • Communicates established University and departmental policies and procedures to faculty, staff and the general public.

Other Functions:

Perform other job-related duties and special projects as assigned.

Knowledge, Skills and Abilities:
Knowledge: Comprehensive knowledge of financial record-keeping, mathematical and general office methods, procedures, and practices; and basic knowledge of Generally Accepted Accounting Principles (GAAP).

Abilities:Must be able to interpret and apply a wide variety of written rules and regulations; maintain accounting records for funds, programs, or activities involving multiple transactions; compile, verify, and reconcile financial data; work independently; make sound decisions and recommendations regarding accounting activities; use current computer word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems, such as student accounting, cashiering and student financial aid; investigate and resolve errors and discrepancies; and read and interpret computer-generated reports.

Minimum Qualifications:
Experience: Equivalent to four years of progressively responsible financial record-keeping experience which has provided the above knowledge and abilities.

Education: Any equivalent combination of education and experience which provides the required knowledge and abilities.

Specialized Skills:
Must have experience with reconciling bank statements. Ability to: quickly and independently research, learn and implement State Administrative Manual requirements (SAM) and Integrated California State University Administrative Manual (ICSUAM) requirements; learn and apply laws, rules, and procedures related to governmental accounting; interpret and follow instructions and policy guidelines. Familiarity with, have knowledge of, or possess the ability to quickly acquire a thorough knowledge of governmental financial record-keeping methods. Ability to qualify for a fidelity bond. Excellent customer service skills and ability to communicate in a professional and effective manner. Demonstrated ability to address the essential functions associated with this position including knowledge, skills and abilities identified above.

Preferred Qualifications:
Technical fluency with Banner, Oracle/PeopleSoft, CSU Common Management System or equivalent student/finance information system; Microsoft Office Professional Suite, and Google mail and calendaring programs.

  • This position is designated as a Campus Security Authority, will be required to participate in annual training, and to immediately forward to the Clery Compliance Officer all reports of Clery Act crimes brought to their attention.
  • May require occasional evenings and/or weekend work.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations. Ability to periodically work evenings and weekends to meet deadlines.
