Organizational Description:

Technology Services provides administrative information services, core services, and desktop support to the Fresno State community.Our department consists of a well trained team of individuals dedicated to providing effective technology and quality services and support that are integrated into the daily activities of the entire campus.

Overview:

Working independently under the general supervision of the Director of Enterprise Applications and Information Systems in Technology Services, the Enterprise Applications Developer is a member of a work group supporting the administrative and academic technology applications for California State University, Fresno. This position provides technical support for the functional business areas including Academic Technology, Finance, Human Resources, Payroll, Student support and other campus administrative and academic departments. This position provides direct technical support to campus usage of the Learning Management System (LMS), Student InformationSystems (SIS), My Fresno State Portal, and system interfaces from these applications. At least one-half of this position is direct support of Academic Technology.The scope of duties include preparing various statistical and status reports using query tools, program development based on user specifications and testing of developed/written code. This position may be assigned a variety of other tasks including software development, documentation and quality assurance testing.

Position Summary:

Major Duties of the job include:

  1. Provide technical and system administration support services for the system coordination of the Learning Management System (LMS), Student InformationSystems (SIS), My Fresno State Portal and related system interfaces.
  2. Provide technical support for Academic Technologies such as streaming media, student and faculty e-portfolios, learning analytics, vendor-LMS interfaces (such as LTI) and accessibility/universal design.
  3. Interact with outside IT solution providers for systems and consulting resources to ensure effective support for current operations and identify and direct proposed IT system evolution to new releases and/or product mixes.
  4. Interact with vendor support staff and Technology Services staff in implementing recommended resolutions. Assist in quality assurance testing for the application of system patches, releases, and upgrades to the development and testing data bases, and assist and direct functional testing of these environments prior to their being moved to production. Coordinate with change control staff when needed in the move to production.
  5. Provide technical solutions to meet business processing requirements.
  6. Coordinate with and maintain a positive working relationship with other information technology resources on campus and at other CSU campuses to best serve the changing campus administrative computing needs.
  7. Provide recommendations to the Director on tactical and strategic technical resource decisions.

Secondary Duties of the job include:

1. Participation in PeopleSoft and BlackBoard User Teleconferences for the campus.

Knowledge, Skills & Abilities:

  • Knowledge of administrative systems development and workflow processes
  • Excellent analytical, communication and writing skills
  • Ability to:
    • Analyze business computing needs, design appropriate solutions, employ programming tools and see projects through completion with little supervision
    • Apply consultative skills to assess user needs and communicate technology systems and solutions
    • Maintaineffective working relationships with others
    • Perform systems and applications needs analysis, prepare requests for proposals, and conduct feasibility studies
  • A history of regular attendance and positive performance evaluations

Education and Experience:

  • Bachelor's degree in computer science, business or related discipline. Qualifying experience may be substituted for required education.
  • Two years or more work experience in applications programming and related programming support functions in a client/server relational database application system
  • Knowledge and experience with SQL
  • Two years or more of Learning Management System technical support and development experience
  • Training and recent experience that demonstrates competence in systems analysis and applications programming for client/server relational database administrative systems

Specialized Skills:

  • Experience with BlackBoard Learning Management Systems is required

Preferred Skills:

  • Experience in higher education student records environment or public service agency
  • Experience with Oracle relational database systems
  • PeopleSoft Campus Solutions experience
  • Demonstrated ability to consume and provide REST/SOAP services
  • Working knowledge of HTML, CSS, JavaScript (JQuery), AJAX
  • Working knowledge and experience with accessibility/universal design, streaming media, e-portfolios and learning analytics
