Work Schedule per Day: Generally Monday through Friday, 8:00 a.m. to 5:00 p.m.; however, this is an exempt management/supervisory-level position requiring some weekend, holiday, and non-conventional working hours in addition to the regular working hours of a collegial environment. This position will include one late evening either either Tuesday or Wednesday from 10:00 a.m. to 7:00 p.m.

Placement/Range: 7-1 (Starting salary for a new supervisor/confidential hire at Citrus College is fixed at Step 1.)
Pay Rate: $5,235.00/month

POSITION SUMMARY:
Under the general direction of the Director of EOPS/CARE/CalWORKs, the position of EOPS/CARE Supervisor plans, organizes, supervises and maintains the day-to-day operations of the Extended Opportunity Programs and Services (EOPS) program as related to educationally and economically disadvantaged persons in accordance with Title V regulations. Plans, organizes, supervises and maintains the day-to-day operations of the Cooperative Agencies Resources for Education (CARE) as it relates to EOPS eligible students, who are also single parents, heads of household, receiving TANF/CalWORKs and have at least one child in accordance with Title V regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Plans, organizes, supervises and maintains EOPS services.
- Plans, organizes, supervises and maintains CARE services.
- Plans, organizes and supervises daily operations and activities of the department to include establishing work schedules and assignment of duties to ensure the effective and efficient operations of the department.
- Coordinates and supervises the following components as they relate to EOPS and CARE: outreach and recruitment, peer advising, student eligibility, Summer Bridge, new student orientations, CARE mini-conferences and workshops, and the EOPS/CARE recognition ceremony.
- Trains, supervises and evaluates assigned staff.(This is mentioned again below as supervises and evaluates assigned personnel.)
- Coordinates the development and maintenance of records to assist in the preparation of periodic and annual reports.
- Assists with the maintenance of department budget expenditures according to Title V regulations and established guidelines.
- Coordinates the preparation of all relevant program literature.
- Maintains positive working relationships with other departments on campus.
- Communicates District policy and administrative decisions to assigned personnel and students.
- Administers the collective bargaining agreements among the District and the classified union.
- Creates an atmosphere of collegiality and supports the goals of participatory governance.
- Resolves conflict.
- Ensures compliance with local, state, and federal regulations.
- Performs other duties as assigned that support the overall objective of the position and the District's mission and philosophy.

KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of Title V regulations as they pertain to EOPS and CARE.
- Knowledge of modern office equipment and computer applications.
- Knowledge of EOPS Banner screens.
- Network and establish effective relationships with other campus staff, departments and off-campus community organizations and services relevant to EOPS/CARE students.
- Ability to perform all of the relevant duties of the position with only general direction.
- Ability to work effectively in a shared governance environment.
- Ability to provide customer support from a management level.
- Ability to provide customer service protocol with a customer service-oriented priority.
- Ability to effectively use a personal computer and a variety of job-related software applications.
- Ability to conduct long-range planning.
- Ability to communicate effectively, in English, with a diverse population both orally and in writing.
- Sensitivity to, understanding of, and respect for the diverse academic, socioeconomic, ethnic, religious, cultural background, disability, and sexual orientation of community college students, faculty, and staff.

MINIMUM QUALIFICATIONS:

PREFERRED QUALIFICATIONS:
- Three years of experience working in EOPS/CARE at a community college.
- Experience working in categorically funded programs at a college or university.
- Evidence of partnering with community organizations that support underserved populations.
-Three or more years of experience in a leadership or supervisory role at a college or university.

EDUCATION AND EXPERIENCE:
- Possession of a bachelor's degree in social/behavioral sciences or human services, or a related field, and two years of increasingly responsible leadership experience in a position at a college or university.


About Citrus College:
Celebrating over 100 years of service, Citrus College is located in Glendora in the foothills of the San Gabriel Mountains, approximately twenty-five miles northeast of metropolitan Los Angeles. The college has the distinction of being the oldest community college in Los Angeles County and the fifth oldest in the state.

Citrus College was founded in 1915 under the leadership of Dr. Floyd S. Hayden, who helped bring the community college movement to California. From 1915 to 1961, the college was operated by the Citrus Union High School District. In July 1961, the Citrus Community College District was created to include the Azusa and Glendora unified school districts. In 1967, the district expanded to include the Claremont, Duarte and Monrovia school districts.

Today, Citrus College occupies a 104-acre campus. The college is currently experiencing a major facilities expansion project that will change the look of the campus. The college enrolled 27 students in 1915 and currently the college serves more than 19,000 students annually. Classes are offered on a 16-week calendar (fall and spring semesters), as well as in a variety of non-traditional scheduling options -- winter intersession, evenings, summer sessions, and optional class formats, such as online education courses.
