Position Summary
Big Bend Community College invites applications for a Director of Basic Education for Adults (BEdA) position in the college's Transitional Studies Program. The Director of Basic Education for Adults (BEdA) is responsible for providing oversight of the Open Doors (OD) and High School+ Completion (HS+), and English Language Acquisition (ELA) programs at Big Bend Community College (BBCC). These programs serve disengaged and/or out-of-school youth, and adults as they return to school to earn a high school credential (or equivalency) and/or English in order to begin a pathway to college and career.

This position has an opportunity to have a positive impact on students' lives and futures and is responsible to lead, develop, manage, and support an environment and culture that promotes the ongoing improvement of learning and teaching for students, staff, and faculty with the goals of student success, retention, closing equity gaps, and transitioning students from high school completion to post-secondary education.

This position coordinates efforts related to the recruitment, intake/enrollment, advising, retention, and completion of students enrolled in BEdA programs and will coordinate with local school districts to ensure that requirements established in the Interagency Agreements are satisfied.

The Director of BEdA works closely with faculty and staff and has extensive involvement with students, staff, the public, and high school and school district personnel in order to support the operation of the Open Doors, High School +, and English Language Acquisition programs.

This is a full-time, grant-funded position and is dependent upon continued grant funding. This position reports to the Dean of Transitional Studies.

Big Bend Community College (BBCC) is a comprehensive public community college serving a large, rural district in central Washington State. BBCC's main campus is located in the city of Moses Lake (pop. 24,009) in Grant County, situated on the former Larson Air Force Base. In addition to the central campus, BBCC has learning centers in seven outlying communities that provide adult basic education, high school completion, and English Language Learning programs as gateways to college. We are accredited by the Northwest Commission on Colleges and Universities and we serve approximately 4,000 students, with an annualized FTE of approximately 2,000.

Essential Job Duties
Primary essential responsibilities include, but may not be limited to the following:
  • Provide leadership for the BEdA program, including establishing goals, objectives, work plans and outcomes. Provide administrative oversight of state regulations regarding Open Doors, HS+, and ELA program requirements.
  • Communicate with school district administrators and internal/external partners related to Open Doors, HS+, and ELA programs. Set program goals, establish best practices and uphold program policies.
  • Design and implement policies and procedures to meet performance objectives and ensure compliance with program requirements. Recruit, hire, train and supervise all Open Doors, HS+, and ELA program staff (both classified and exempt).
  • Work closely with the Dean of Transitional Studies and the Dean of Student Services to provide for student physical, emotional, and intellectual safety in order for effective teaching and learning to take place, including advocating for and instituting interventions as appropriate.
  • Supervise and guide the BEdA staff including participating in the hire of new employees, setting work priorities, approving leave requests, ensuring coverage, following up on assignments, and conducting performance evaluations.
  • Actively seek and integrate faculty and student feedback through participation in individual and departmental evaluation processes, based upon student development research and best practices in partnership with the Dean of Transitional Studies.
  • Develop, coordinate, and manage the orientation, intake, eligibility, advising, enrollment, reporting, and evaluation procedures and systems for the BEdA programs.
  • Produce on-going and year-end assessments and reports regarding student enrollment, retention, completion, financial aid awards and student exits.
  • Provide Leadership for ongoing student success and retention program and service review process and outcomes assessment to improve services to the HS+, ELA, and Open Doors student population, based on relevant data that reflect current and changing needs of the campus community.
  • Collaborate with the Director of Communications to develop recruitment and marketing materials for high school/college programs and respond to media requests about such programs.
  • Develop, implement and monitor strategies/practices for increasing student success and retention including workshops, upgrade training, advising, barrier removal and referral to other community resources.
  • Coordinate the evaluation of high school transcripts, monitoring high school graduation requirements and facilitate the awarding of Washington State High School diplomas.
  • Coordinate and share with designated K-12 district staff the identified student data reporting requirements (i.e. monthly student course enrollment, annual reporting requirements and student credential attainment).
  • Supervise and direct all employees reporting directly to this position, including training, task assignment, professional development, scheduling leave approvals and performance evaluations.
  • Write, manage, and monitor grants, budgets, MOU's and contracts. Comply with all state and federal requirements and reporting in partnership with the Dean of Transitional Studies.
  • Represent the college at local, regional and state meetings regarding high school/college programs.
  • Assess, analyze, report and make recommendations regarding Youth Reengagement enrollment and program goals.
  • Cultivate and maintain strong working relationships with high school counselors, school district staff, WIOA partnership, and State Board for Community and Technical College's staff.
  • Work cooperatively with College divisions, faculty, staff and administration to deliver and/or support programs.
  • Complete Open Doors billing in partnership with ODP Lead. Troubleshoot enrollment, reporting and billing issues with district staff.
  • Represent the college to the Office of Superintendent of Public Instruction (OSPI).
  • Maintain up-to-date understanding of and adhere to college, federal and state administrative procedures, guidelines, initiatives and directives to ensure compliance with all relevant regulations affecting college operations.
  • Serve on college committees, attend state meetings (such as the Council for Basic Skills), and represent BBCC at local business, industry and community group meetings.

OTHER WORK RESPONSIBILITIES:
  • Maintain professional growth and development through seminars, workshops and professional affiliations to keep abreast of latest trends in field of expertise.
  • Ensure no injuries to self or others by following safe work practices and policies. This includes, but is not limited to, security and safety, understanding of MSDS, equipment, infection control, fire, disaster, safe lifting and body mechanics.
  • Ensure compliance with college policies and procedures and state and federal regulations.
  • Conduct self in a professional manner and ensure the interaction with team members and other support groups is conducted in a courteous and efficient manner reflective of the college's values.
  • Perform related duties and responsibilities as may be required.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of HS+ and ELA programs and high school graduation requirements.
  • Knowledge of GED and Washington State high school diploma requirements and career and college readiness concepts.
  • Excellent interpersonal and leadership skills.
  • Knowledge of data gathering methods to conduct surveys and gather research to analyze relevant data of BEdA programs.
  • Knowledge of basic marketing techniques to develop recruitment materials for ODP, ELA, and high school and college programs.
  • Knowledge of out-of-school influences that impact academic success. These influences include but are not limited to socioeconomic status, the persistence or absence of violence in a student's life, access to social services, physical and mental health issues, opportunities for constructive, healthy activities outside of school, parental influence and support, and the nature and strength of school-community connections
  • Knowledge of strategies for increasing student success and retention.
  • Knowledge of barriers to student success and community resources that can support struggling students.
  • Knowledge of financial accounting, planning, and preparing a budget and revenue forecasting.
  • Skill in maintaining databases, tracking information, and generating reports for various audiences.
  • Skill in writing grants, contracts, memorandums of understanding and other official communications.
  • Excellent skill in devising professional communications across a variety of mediums included written and oral.
  • Intermediate to advanced skills in operating computer programs such as information systems, CRM databases, spreadsheet modeling software, word processing, calendar, e-mail, Microsoft Office, and other related computer applications.
  • Ability to develop plans, set goals, and track progress.
  • Ability to maintain an understanding of applicable high school, State, and College policies, procedures and BEdA program guidelines.
  • Ability to select candidates, supervise staff, and oversee direct reports including planning, organizing, training, evaluating, and scheduling assignments.
  • Ability to establish and maintaining positive working relationships with students, faculty, and staff representing diverse ethnic, cultural, and socioeconomic backgrounds.
  • Ability to enter information into computerized systems for processing and tracking.
  • Ability to collaborate and partner effectively with other departments and units at BBCC.
  • Ability to maintain relationships with external stakeholders such as high school counselors, school district staff, WIOA partners, and State Board for Community and Technical Colleges staff.


Minimum & Desirable Qualifications
MINIMUM QUALIFICATIONS:
  • Bachelor's degree from a regionally accredited institution.
  • Three (3) years of administrative or managerial experience, including one (1) year of supervisory experience.
  • Experience working with students or clients who experience a variety of barriers to educational and/or goal completion.
  • Experience working effectively with individuals from diverse backgrounds including academic, racial, ethnic, religious, linguistic, gender, age, sexual orientation, socio-economic, veterans and diverse physical and learning abilities.
DESIRABLE QUALIFICATIONS:
  • Master's degree in education, workforce development, public administration, social or human services or related field from a regionally accredited college or university.
  • K-12 or post-secondary teaching experience.
  • Student conduct and conflict resolution experience.
  • Familiarity with the Open Doors, High School+, and English Language Acquisition Programs.
  • Experience developing, building, and maintaining community partnerships.
  • Higher education work experience, preferably in a community college setting.
  • Experience collecting, analyzing, and reporting data to support program goals and reporting requirements.
  • Fluency in another language, preferably Spanish or Russian/Ukranian.
