BASIC FUNCTION:
Under the direction of the area administrator, is responsible for the quality, administration, and maintenance of the District's accounting operations including accounts payable, accounts receivable, cash, capital asset inventory, payroll, and auxiliary operations.

PROVIDES WORK OR LEAD DIRECTION TO:
Assigned District personnel.

Education:
EDUCATION AND EXPERIENCE:
A master's degree from an accredited institution in business administration, accounting, or a related field and five (5) years of progressively responsible experience in the area of accounting and/or auditing administration, including three (3) years of experience in an administrative or supervisory position; or an equivalent combination of training and experience.

An active license in the State of California as a Certified Public Accountant (CPA) and experience within a community college or school district environment is preferred.

Experience:
KNOWLEDGE OF:
1. Methods, principles, practices, terminology, and procedures of governmental and generally accepted accounting standards.
2. Effective internal accounting control practices and procedures to properly account for and prevent fraud.
3. Payroll practices and procedures in community colleges or school districts.
4. Methods for analyzing complex financial information and preparing reports and spreadsheets.
5. The California Community College's Budget and Accounting Manual, Government Code, California Code of Regulations, Title V Regulations, Education Code for California Community Colleges.
6. Computer software applications, including Excel, Access, Word, and financial accounting and budgeting software.

ABILITY TO:
1. Manage District accounting and budget development.
2. Manage the day-to-day fiscal activities at all levels.
3. Develop, establish, and monitor fiscal controls to properly account for and prevent fraud.
4. Develop effective and efficient accounting procedures and practices for all areas of responsibility.
5. Develop effective and efficient financial reporting practices and procedures.
6. Effectively lead, plan, organize, and coordinate a complex and diverse program of accounting functions.
7. Reason and draw appropriate conclusions.
8. Conduct research and analysis, identify trends and forecast needs.
9. Communicate ideas and recommendations clearly and effectively both orally and in writing.
10. Handle sensitive transactions.
11. Maintain an understanding of current ideas, trends, practices, laws, and regulations pertaining to the areas of responsibility for this position, and effectively communicates that information to the college community.
12. Maintain familiarity and assist in interpreting generally accepted accounting principles, governmental accounting standards, applicable federal and state codes/regulations, board policies and administrative procedures.
13. Ensure compliance with all applicable codes, regulations and policies.
14. Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students (E.C. 87360a).

PHYSICAL DEMANDS:

Duties and Responsibilities:
REPRESENTATIVE DUTIES (Illustrative Only):
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
1. Plans, organizes, and supervises the District accounting operations for all governmental and auxiliary funds, including but not limited to special revenue, capital projects, self-insurance, and college-generated funds; and ensures the maintenance of the fiscal database systems through year-end closing and audit adjustments.
2. Plans, develops, documents and maintains proper fiscal controls to account for and prevent fraud in all governmental and auxiliary funds.
3. Manages the District's revenue and accounts receivable/payable functions, , and capital asset inventory control system; manages the District's payroll processes and associated reporting required by the District, County, State, and/or federal government.
4. Supervises and assists in the accounting for special projects, grants, and contract funds, including categorical and other programs; prepares reports to local, State, and federal funding agencies as required for restricted funds.
5. Monitors and accounts for all receipts, disbursements, and cash flow received throughout the District, including the RCCD Foundation.
6. Leads, assists, and coordinates with external accounting firms or government agencies during audits.
7. Serves as liaison between at the District and the Riverside County Office of Education.
8. Ensures that District-wide financial statements and reports are accurately prepared, scheduled, and presented to the Board of Trustees to ensure timely and appropriate decision-making.
9. Ensures that District and college revenues and expenditure reconciliation are accurately prepared on a timely basis.
10. Supervises and evaluates assigned staff; establishes goals and objectives for assigned area(s) of responsibility in concert with the strategic plan and administrative program review.
11. Performs other duties, related to the position, as assigned.

CONDITIONS OF EMPLOYMENT:

This is a Classified Management position with twelve-month contracts. Paid vacation, 22 days annually; and paid accruable sick leave, 12 days annually. A pro-rata reduction will be made for employees working less than full-time and less than 12 months. The District provides a health and welfare benefit package for employees and legal qualifying dependents.

The work location and assignment within a job classification is determined by the District and may be subject to change.
