Facilities & Services (F&S) at the University of Illinois at Urbana-Champaign is accepting applications for an Associate Director of Capital Programs, Project Management.

The Associate Director of Capital Programs, Project Management is responsible to plan, schedule, and manage the operations of Facilities & Services' Project Management department. The incumbent will lead a team of construction professionals to complete a large capital construction program on time and on budget. The Project Management department is responsible for executing large capital projects, which typically require professional services and competitively bid construction contracts, on the Urbana-Champaign campus of the University of Illinois.

MAJOR DUTIES AND RESPONSIBILITIES:

1. Support the Mission, Vision, Values and Guiding Principles of Facilities & Services.
2. Responsible for personnel management, project assignment and training within the project management group.
3. Supervises full-time academic professional personnel who administer preconstruction, construction, and post-construction phase services associated with capital improvements.
4. Establishes policies and procedures related to project management for preconstruction and construction execution of capital projects.
5. Oversees the administration of contract documentation.
6. Coordinates activities with the Capital Development Board for construction and project delivery.
7. Develops and continually monitor project budgets for all capital improvement projects administered by F&S and a uniform cost estimating system for capital improvement projects.
8. Leads the qualification based selection process for the selection of construction managers to be recommended for employment by the University or the Capital Development Board.
9. Responsible for development of the preconstruction and construction phase Professional Services Agreements for Construction Managers.
10. Reviews and makes the necessary adjustments of construction documents for new buildings and /or additions and alteration to existing structures to ensure compatibility with campus standards and guidelines.
11. Monitors and reviews federal, state and University rules and regulations affecting the delivery of capital improvements.
12. Coordinates revisions to project delivery process with other campus units.
13. Monitors all relative codes, standards and guidelines.
14. Ensures projects are compliant with all federal, state, and University rules and regulations affecting contract administration and procurement of professional services and materials and labor for new construction, remodeling, renovation, and minor repairs and accountability metrics are met.
15. Lead the Project Management team to deliver all capital construction projects on time and on budgets.
16. Take corrective actions as necessary to lead derailed projects back on track.
17. Assess vendors' claims for extras, negotiate and solve disputes with vendors. Negotiate contract changes successfully with vendors.
18. Performs other duties as assigned by the Director of Capital Programs.



MINIMUM EDUCATION AND WORK EXPERIENCE:

  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field.

  • Minimum of 10 years of progressively responsible administrative experience on design and construction related projects.

  • Minimum 3 years Supervisory responsibility for individuals and teams.

  • Professional registrations.


ADDITIONAL PREFERRED EDUCATION AND WORK EXPERIENCE:

Other preferred qualifications include a Master's degree in Construction Management, Engineering, Architecture, Urban Planning, MBA, or related field. Work in a University environment on design and construction projects. Leadership in Energy and Environmental Design (LEED) accreditation.

MINIMUM KNOWLEDGE, SKILLS & ABILITIES:

Knowledge of computer applications for construction management, the ability and personality to work effectively with stakeholders and groups on a variety of issues, strong communication skills; both verbal and written, effective, effective contract negotiation strategies, and the ability to handle numerous issues simultaneously and meet required, and sometimes difficult, deadlines. Demonstrated knowledge and abilities to complete large capital construction program on time and on budget. Strong knowledge and abilities of contract dispute resolutions.

ADDITIONAL PREFERRED KNOWLEDGE, SKILLS & ABILITIES:

Knowledge of University project and financial management program applications.
