Essential Functions:
GENERAL PURPOSE
Under general direction of the Dean, plans, organizes, manages and evaluates the Police Academy program, including delivery of instruction for Peace Officer Standards and Training (POST), Standards and Training for Corrections (STC) and Institute for Criminal Investigations (ICI) courses; oversees and assists with program, curriculum and class schedule development for myriad basic through advanced courses; assigns and approves professional development; assists the Dean in faculty evaluation and tenure processes; promotes and represents the Police Academy with other campus departments and community partners; develops partnerships with external law enforcement agencies and implements/ manages Instructional Service Agreements (ISA) with agency partners; maintains accreditation and program qualification standards; ensures academy program functions comply with all applicable District, local, state and federal codes/regulations; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Director, Police Academy is a single-incumbent classification distinguished from other academic directors by its responsibility for providing leadership to and management of the District's/college's Police Academy.
ESSENTIAL DUTIES & RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.
1. Plans, organizes, manages, integrates and evaluates the operations/activities of the Police Academy; with employees and external partners develops, implements and monitors instructional activities to achieve goals and objectives; contributes to the development of and monitors performance against the annual academy; manages and directs the development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards; over-sees acquisition and maintenance of required equipment and props for training and maintenance of academy and training facilities and resources in compliance with all applicable safety requirements.
2. Participates in the selection and onboarding of assigned full- and part-time faculty in coordination with the Dean, selection hiring committees, and the Human Resources Department; conducts and/or facilitates new employee orientations; encourages faculty in their continuing professional development; works to promote and maintain a collegial environment; serves as mediator in the adjudication of faculty, staff, student and community conflict-resolution and grievance processes.
3. Directs and manages the performance of assigned employees; directs and oversees the selection of employees; establishes performance requirements and professional development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development including timely performance evaluations; ensures accurate reporting of absence time; hears and acts on employee grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Board Policies, Administrative Regulations, Human Resources procedures, Personnel Commission Rules, collective bargaining agreements.
4. Provides day-to-day leadership and works with employees to ensure a high-performance, service-oriented work environment that supports achievement of the academy's, college's and the District's mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
5. Works closely with Guided Pathways and Equity Committees to advance the State Chancellor's Vison for Success; works with K-12, college, and university partners in the development of career and/or transfer pathways.
6. Participates in the development and implementation of District, college and Police Academy, POST, STC, ICI, and Administration of Justice strategic plans, goals and objectives; leads and directs employees in the development and application of new methodologies, technologies and business process improvements to achieve higher efficiency, productivity and customer service in academy work processes; ensures compliance with all accreditation requirements established by Peace Officer Standards and Training (POST) and serves as liaison during accreditation review processes.
7. Plans, organizes and manages the effective delivery of instructional programs for the Police Academy and its programs to provide needed education and training to students in basic academy, corrections and advanced peace officer classes to meet the region's requirements for public safety; ensures the academy's curricula and training methods meet rigorous POST, STC and ICI guidelines and quality standards; assists faculty with program accreditation requirements; recommends faculty instructional and non-instructional assignments and monitors faculty loads; conducts curriculum and overall program review, evaluation and planning to ensure the currency and relevance of curriculum in meeting the needs of students manages instructional methods, testing and remediation testing; manages and oversees the scheduling of class offerings ; monitors class sizes and cancellations and approves and directs implementation of schedule changes; works with the Dean and faculty to assess course, program and student learning outcomes and plan additions or revisions to curricula to meet community needs and comply with Education Code and Title V requirements; fosters quality instruction and optimal functioning of programs; provides support to incorporate and implement best practices within applicable fields of instruction; ensures student safety policies and procedures are followed.
8. Ensures recertification of POST by preparing for, conducting and facilitating the tri-annual state Basic Course Certification Review.
9. Develops, documents, implements and manages new/ongoing instructional service agreements with local law enforcement and correctional agencies as well as state Robert Presley Institute of Criminal Investigation (ICI), POST Supervisor, POST Emergency Operations Course and Academy Instructor Certification courses; creates and manages multiple independent contractor agreements for instruction delivery in the academy's ICI curriculum.
10. Provides leadership and coordinates participation in state, local and regional collaborations and in community outreach activities in an effort to promote and expand programs, develop partnerships and support placement of students in the programs; oversees the development of grant applications and administration of grants for their programs.
11. Coordinates, facilitates and attends meetings with the Police Academy Advisory Committee to maintain open communication/discourse on the educational needs of the community and stakeholders; serves on or leads committees, workgroups and task forces; represents the District/college/academy at local, regional, state, and national conferences, meetings, workshops, and training seminars on law enforcement and corrections; attends designated regional/state training to stay current on public safety issues and training curricula.
12. Ensures academy programs/activities comply with all applicable local, state and federal laws, regulations and codes including California Education Code and Title V.
13. Coordinates and participates in a range of initiatives to recruit students to the basic academy/corrections and advanced officer programs.
14. Recommends, develops, implements, and revises policies, procedures and operational guidelines to improve and/or clarify processes.
15. Interprets, applies and ensures compliance with all federal and state laws, applicable program policies, procedures, guidelines and reporting requirements; remains current on applicable legislative decisions and developments; ensures accuracy and validity of program tracking and data; develops, maintains and audits spreadsheets, databases and reports; utilizes third-party portals and databases to research and track student information.
16. Makes presentations to diverse audiences, including the Board of Trustees or other board-level groups.
OTHER DUTIES
1. Recruits active law enforcement professionals to serve as part-time faculty in the college's Police Academy programs.
2. Maintains effective relationships with Peace Officer Standards and Training (POST) and a variety of state and federal law enforcement associations.
3. Participates in participatory governance processes and initiatives.
4. Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
5. Performs related duties as assigned.
Minimum Qualifications:
EDUCATION AND EXPERIENCE
Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.
A master's degree from an accredited college or university in criminology, public safety administration or a relevant field of study, and five years of professional law enforcement experience, at least two of which were at the public safety management level or Meet the state minimum qualifications for an educational administrator, which includes a master's degree and at least one year of formal training, internship or leadership experience reasonably related to the administrative assignment; or California Community College Supervisory Credential; and
Any Academy Director must have sworn, full-time, first-level supervisory experience.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
A POST IDI Master Instructor certification.
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program
Desirable Qualifications:
Experience and skill with addressing issues of equity; recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusions of these groups in higher education shape patterns of participation and outcomes; willingness to examine and remediate one's relational practices to more effectively engage and support racially minoritized students; and a commitment to participatory governance, consensus building, and team approach to management.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
1. Advanced knowledge of the goals, principles, requirements and best practices for the development and administration of law enforcement and correctional training programs, including curriculum development, methods of instruction and use of educational technologies.
2. Master-level knowledge of peace officer training standards and corrections officer training standards and all related regulations.
3. Local and regional public safety agencies' training and development needs for sworn officers and commanders.
4. Concepts, processes and regulations applicable to the use of instructional services agreements.
5. Applicable federal, state and local laws, codes, regulations and rules applicable to operation of a community college police academy, including the Family Educational Rights and Privacy Act, California Education Code, Title V, POST, STC, and ICI.
6. Accreditation requirements established by Peace Officer Standards and Training (POST) and other health and safety codes applicable to administration of a police academy/program.
7. Accreditation standards of the Accrediting Commission for Community and Junior Colleges.8. Principles and practices of generally accepted accounting, auditing and contracting procedures related to responsibilities for fiscal management of a police academy.9. 14. Monitor and ensure the physical safety of students during academy instruction/training.
15. Understand, interpret, explain and apply applicable laws, codes and regulations.
16. Build effective partnerships with law enforcement agencies, local school districts, community agencies and state and federal professional organizations.
17. Represent the District/college effectively in dealings with students, employees, agency partners, other colleges, and the public.
18. Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials.

20. Make presentations and present proposals and recommendations clearly, logically and persuasively to diverse audiences.

Conditions of Employment:
219 duty days and 24 vacation days for a total of 243 annual days. Duty days will be prorated based upon start of assignment.
Salary and Benefits:

Selection Procedure:
Applications will initially be screened by Human Resources to determine which applicants meet the minimum qualifications as stated in the job announcement.
