Job Description Summary
The Program Manager will provide day to day leadership, supervision, coordination, and support for the Penn Community Violence Prevention program of the Penn Injury Science Center. This role is responsible for strong operational management, staff supervision, and performance monitoring to ensure the successful delivery of two Community Violence Intervention (CVI) programs and ensure the timely completion of all deliverables, milestones, and grant requirements. In this role, the Program Manager will oversee day-to-day operations across both interventions, including managing workplans, timelines, calendars, and coordination across program components. They will monitor progress using program data and operational indicators, identify barriers early, and implement corrective action plans to keep activities on track. The Program Manager will also ensure consistent, accurate documentation of services and outcomes in the program's database and related tracking systems. A core responsibility of this position is strong staff supervision and team leadership. The Program Manager will directly supervise and support a multidisciplinary team that includes community-based outreach workers, school-based outreach staff, and hospital-based violence intervention staff, including supervision of a school-team supervisor. They will set clear performance expectations, provide regular supervision and field support, and conduct structured performance check-ins to promote accountability and professional growth. The Program Manager will coordinate staffing plans and coverage to maintain caseload balance, service continuity, and team responsiveness, while fostering a culture of professionalism, teamwork, and shared commitment to program goals and community needs. The Program Manager will oversee case management operations and quality assurance across teams, including intake flow, participant engagement, service planning, follow-up schedules, and safety planning. Using real-time information and routine case review, they will guide staffing decisions and help ensure participants receive timely, appropriate, and consistent support. The Program Manager will also coordinate onboarding, training, and ongoing professional development for outreach and intervention staff. They will provide regular coaching and operational guidance so staff can perform effectively in high-stress environments while feeling supported. In partnership with program leadership, they will help implement and reinforce protocols related to staff safety, crisis response, confidentiality, and professional boundaries. Finally, the Program Manager will build and maintain strong relationships with local community organizations, and health and social service providers to expand referral pathways and supports for participants. They will coordinate referrals and follow-through to help participants access housing supports, benefits, behavioral health services, education and employment resources, and other wraparound services essential to stability and violence prevention.

This is a full-time position with the Penn Injury Science Center's Penn Community Violence Prevention program. Community Violence Intervention (CVI) is a strategic, evidence-informed public health approach to reduce and prevent shootings and killings in communities experiencing high levels of gun violence. The Program Manager will work closely with the Program Director to lead day-to-day operations of two CVI programs and ensure timely completion of all deliverables, milestones, and grant requirements. The Program Manager will provide strong operational management, coordination, and performance monitoring across both interventions, including managing workplans, timelines, calendars, reporting schedules, and accurate documentation in program data systems. This role includes direct supervision and support of a multidisciplinary team-community-based outreach workers, school-based outreach staff, hospital-based violence intervention staff-and supervision of a school-team supervisor, with responsibility for staffing coverage, caseload balance, and consistent service delivery. The Program Manager will oversee case management operations and quality assurance (intake, participant engagement, service planning, follow-up, and safety planning), using real-time information and routine case review to guide team decisions and strengthen participant support. The Program Manager will also coordinate onboarding, training, and ongoing professional development, provide regular coaching and field support using a trauma-informed approach, and help implement protocols related to staff safety, crisis response, confidentiality, and professional boundaries. Finally, the Program Manager will build and maintain relationships with community organizations, health providers, and social service agencies to strengthen referral pathways and connect participants to wraparound supports that promote stability and violence prevention.. This is a 2-year grant-funded position. Individuals with lived experience of violence and its consequences are encouraged to apply.

DUTIES:
  • Manage day-to-day operations of two Community Violence Intervention programs, including workplans, timelines, reporting schedules, and internal coordination
  • Supervise and support community-based outreach workers, school-based staff, hospital-based intervention staff, and a school-team supervisor
  • Monitor program performance and progress toward milestones using operational and program data
  • Oversee case management operations, including intake, caseload distribution, follow-up, and safety planning
  • Provide regular supervision, coaching, and field support using a trauma-informed approach
  • Ensure accurate and timely documentation of services, outcomes, and program activities
  • Coordinate onboarding, training, and ongoing professional development for program staff
  • Collaborate with community organizations and service providers to support participant referrals and continuity of care
  • Prepare and submit required reports and ensure data integrity across program systems


Qualifications
  • A Bachelor's degree and 3 years to 5 years of experience, or an equivalent combination of education and experience, are required. Master's degree in social work preferred. Candidate must have two to three years' experience working in community violence prevention and/or project management with content knowledge of community violence intervention. Must have training and skills to provide trauma informed support for outreach workers. Must have excellent communication skills (written and verbal), organizational skills, and ability to navigate relationships with people of various backgrounds. Extensive knowledge of West/Southwest Philadelphia and other high-risk neighborhoods a plus. Proven ability to document programmatic activities and operate data/program management software. Working knowledge of all applicable computer software.

Salary offers are made based on the candidate's qualifications, experience, skills, and education as they directly relate to the requirements of the position, and in alignment with salary ranges based on external market data for the job's level.
